Frederick Holter
Frederick John “Dutch” Holter was inducted into the inaugural College of Applied Human Sciences Hall of Fame in 2025. He was previously inducted into the College of Physical Activity and Sport Sciences Hall of Fame in 1988.
Holter joined the West Virginia University faculty in 1942 and served with distinction until his retirement in 1972. He was widely recognized for his leadership as Chair of the Department of Health Education and as Graduate Coordinator for the School.
In recognition of his professional achievements, Holter was named a Fellow of the American Public Health Association, American School Health Association, American Association for the Advancement of Science, and American College of Sports Medicine. A noted author and scholar, he was equally regarded by students as a dedicated professor. Though known for his high academic standards, those who worked closely with him remembered his kindness and mentorship.
Following the passing of Dean Ray O. Duncan in 1967, Holter served as acting dean of the School for one year. In 1969, he transitioned the Health Education program to the College of Human Resources and Education, further advancing its academic profile.
