
Steven Paine
Steven L. Paine was recognized as an Outstanding Alumnus by the College of Education and Human Services in 2008.
Paine earned a bachelor’s degree from Fairmont State College, a master’s degree in educational administration from West Virginia University, and a doctorate in educational leadership from WVU.
He began his career as a teacher and school administrator, serving as principal of Buckhannon-Upshur Middle School, where the school was designated a U.S. Department of Education Blue Ribbon School and a Safe, Disciplined, Drug-Free School. He later served as curriculum director for Upshur County Schools and as superintendent of Morgan County Schools. In 2003, he joined the West Virginia Department of Education as deputy state superintendent.
Paine served as West Virginia’s state superintendent of schools from 2005 to 2011 and again from 2017 to 2020. During his tenure, the state received national recognition for initiatives in 21st-century learning skills, early childhood education, school technology, reading, and teacher quality.
His national service includes leadership roles as president of the Council of Chief State School Officers, board member of the National Commission on Teaching and America’s Future, and member of the National Assessment Governing Board. His honors include the Milken Family Foundation National Educator Award.
He retired in 2020.
